Setting up security authorizations

How do I need to setup individuals within Admin with permissions to have read
only access to MS Project and MS Project Web Access. I've tried setting them
up as Team Members, Team Leads, and Executives but none of them seem to give
me what I'm looking for.

Would someone please show me the light....
