Setting up teams

I have team setup on PS with Team Leads and Team Members. How do I
associate certain team members to a team Lead.

You will also need to create the reporting stucture of your organization in
the RBS field in the Enterprise Global, and then specify an RBS value for
each resource in the Enterprise Resource Pool. The RBS values for each
resource will tell Project Server "who reports to whom." Hope this helps.
