Setting up template

hi my name is Chris
I am using Word 2003

I have problems with page setup settings
I want to save a template that has the following settings:

Margins: Top, Bottom, Left, Right - all 2 cm

2 columns with equal with : 8cm each = 16 cm + space between columns 1cm + 4
cm (left and right margin) = 21 cm (A4 page)

What i get as print is everything right except botom of the page: margin
instead of 2cm is over 4 cm ????

help please!!!!!!
