Setting Up timesheets so a user can put in actaul work on daily basis

Hello,

I am trying to set up the timesheet functionality so that users can put in
their time on a daily basis in the actuals.

Currently when in proj. pro when i go to tools/customize/publish fields i
have selected 'hours of work done per time period'

i then publish to the server.

I log on with a user and try to put in actaul hours in the tasks/timesheet
view (on a daily basis) and it is locked out.

I know i have to change something on project server, but i can't find out
what! can someone please help me.

currently my default (according to proj. pro) of how the timesheets are
being reported is: % of work complete. where in proj server do i go to
change that?
