Setting up Word 2007 to run macros

Hi,
I am trying to migrate a Word 2003 template with macros & forms to Word 2007.
On a form, it gives a compile error when it reaches the "Format" function:
"Compile Error: Cannot find project or library".
As the format function is in the basic VBA library, I presume the problem is
Word's frustrating security.
How do I enable the library?
The menu Tools-References is greyed out, which is where I would have edited
it in Word 2003.

What do you have selected in the Project Window when you access the Tools
menu? It cannot be the name of the template or of an add-in (the entries in
bold type)

Thanks Doug, I found the problem.
The template had a reference to the Windows Common Controls library that
appears to have been migrated to another library in Word 2007.
Once I deleted this reference it worked.
