Setting View Toolbars as default

I want to see the Standard, Formatting and Reviewing toolbars in every doc I create or open, but cannot figure how to do this. Everything seems to be on a "per doc" basis. The Standard and Formatting toolbars are set to always be checked and appear, but I can't make this happen universally for "Reviewing." I've tried changing this in normal.dotm, but no luck. Any ideas?

Sorry, the Reviewing toolbar has special behavior and will only stay
active when Word thinks it's needed. Let MS know that you want different
behavior by using Help | Send Feedback.

If you click the TRK in the status bar, that will both turn on Track
Changes and bring up the Reviewing toolbar. That's probably the quickest
way.

Another option would be to customize your toolbars to include the
reviewing commands. More info on that here:
