Setup data security in Access 2003

Hello,

I am planning to start creating an Access database 2003 and would like some
suggestion on how I should setup the security. Any advice is appreciated.
I can only think of two ways. Please let me know which would you sugguest.
1) Design the database with tables, forms and reports, then apply security
(access level right) to the database, then split the databse into FE & BE.
Create a shortcut to the FE for users to input database.
2) Create the tables, split the database into FE & BE then create forms and
reports from the front end. Create a shortcut to the FE for users to input
database.

Also, should I create a new workgroup, join the new workgroup before or
after creating a database?

Option 1 would do it for me.

Before. Be sure to leave the default "system.mdw" unmodified and leave it
as the default workgroup so that none of your unsecured databases are
affected.

It's incorporated into Access - Tools, Security, Workgroup Administrator.
