Setup ERROR 1303 installing MS Office 2003 Pro

I cannot install MS Office 2003 Pro because I get an error near the begining of the install that says it cannot access the folder because I do not have enough permission. I do, however, and i've tried re-giving myself permission again and again. The folder the error applies to, which is "c\Program Files\Microsoft Office\", does not even exist and I can also create that folder if I wanted to (this doesn't help either though). As I said before, i've tried the knowledge database and they had a few problems relative to what i'm asking but none of which worked. I have my hard drive formatted in the NTFS file system and it is a 80gb 7200rpm Seagate (not sure on the other information about it). BTW, I recently gave my main account (the one i'm installing Office with and the one I use) full permission to all the files on the drive

CPU: Amd Athlon XP 2400
RAM: 512mb PC2100 (DDR266
Video Card: Radeon 9700 Pr
Motherboard: Gigabyte GA-7VAX
Soundcard: Soundblast Live! 5.
BIOS: Dual Bios and Award Bio
CD-ROM: Sony DVD-R/-RW DVD+R/+RW 21x12x21 (4x2x4 DVD
Norcent CD-R/RW 48x12x4
HardDrive: Seagate 80gb 7200rp
Seagate 10gb 5600rpm

Are you using the Administrator Account? Giving permissions to a local user
or another less privileged account will not work. Log on as Admin (not
local admin) and try installing.

Yes I have full administrator privlages on every file on my hard drive(s).
If you mean the "Administrator" account name, no i'm not using that. I cannot access it unless im in Safe Mode.

I am having the same problem with Microsoft Picture it Photo. I keep getting the error message number 1303. No matter what??
