Setup.ini chained installs not executed on Reinstall

We are using a Setup.ini file to install Ofice XP that
contains two chained MSI's. They run correctly on the
first installation but when the installtion is run again
only the main MSI runs. The chained installations never
kick off. Anyone know how to make this work?
