OK, I am from Australia. I do not use my PC to dial out anywhere. I have
a
telephone for that (old technology I admit, but still effective Down
Here).
I have tried over and over again to set dialling rules in Control Panel
only
because Outlook 2007 is making me do it before I can enter a telephone
number
for a new contact. Only problem is that it will not accept any of the
settings I put in there and just keeps resetting the form. As a result I
cannot enter any contacts into Outlook... Why?? Never had trouble with
any
previous operating system for this very basic task.

You do that in Outlook's dialing options: Contacts > Actions > Call
Contact
New Call > Dialing options > select the option to add the country
code to
local numbers.

I found no place to specify canonical format in telephone and modem in
the
control panel. Where would I do that?

Thanks Russ, I was unaware of canonical format, once I made that
change to the contact's properties, everything worked great. For
those of you who may not know canonical format, it is +Country code
(area code) phone number, example:
+1 (305) 954-3345
And with Windows XP (and probably other versions of Windows), if you
correctly configure the dialing rules in Control Panel, Outlook will
properly format the number for you.
