setup wss for ms project server 2003

When I setup MS project server 2003 through "project web access" in "manage
windows Sharpoint services" / "Connect to Sharpoint server"
when I click [save Changes] I get the "Project server can not define
site'properties for the new created site TEST"
Any ideas
