I've never tried not creating a site collection, and the only thing I could
think of that might be different is the WSS search function. WSS search has
a scope of a site collection, so you may only be able to search individual
sites without one.
There's no cost to creating a SC, so why wouldn't you do it?

I thought I had read that a web application had to be created first, in
order for SharePoint to recognize the PWA site. What I want to do is
from SharePoint admin, is setup a SharePoint site for the client.
Within this site create the PWA site or have it accessable with a tab at
the top of the pgae and a link to the PWA site from the left hand side
menu. If I understand you correctly, I should be able to create the
Site Collection and then a PWA site next. Is this correct?
