Shadow won't apply

Imported a .jpg file into word. It imports fine. However when I try to
put line around it or shadow, I can't.
Is there some setting I'm missing?

What version of Word?

This may depend on the wrapping style. Click Format | Picture, select
Layout tab. Changing from "in line with text" to "square" deleted the
shadow for me.
