I dont know if this is a "feature" of Visio 2003, but there used to be a time
when I would drop a shape on top of another shape and they would
automatically be connected. Reading some of the other posts led me to try
these options:
Along with those suggestions I've tried modifying other shape behaviors as
well as the snap and glue options but have been unable to solve the problem.
I hope there is something simple I'm just missing.

For the rack shape - the group into which you want to drop shapes, do this:
Format > Behavior: check "accept dropped shapes"
For the shape that gets added to the rack, do this:
Format > Behavior: check: "Add shapes to group on drop"
