Shapes Moving on Functional Charts

I'm having problems using the cross-functional flow chart
features of Visio. I have a few shapes that I don't want
to include as part of the flowchart, but they keep moving
around. I have a couple of shapes up at the top, in the
title bar, but these seem to move around on the page
everytime I reopen the file.

Any suggestions on how to avoid this?
