Dear all,
I can seem find the "Extend and create a content database" link after
configuring virtual server.Any idea on this issue?

Try looking on your SharePoint Central Administration page - the URL will
look something like http://localhost:4231/

The top section will be 'Virtual Server Configuration' and the first option
should be 'Extend or upgrade virtual server '
