Share write protection fails

Hi,

My client has an Excel spreadsheet stored on a network share. Multiple users
connect to the share to work on the sheet. The problem described below first
appeared after the sheet was migrated from Windows NT4 Server to Small
Business Server 2003.


THIS IS HOW I EXPECT IT TO WORK:
To protect the sheet from inconsisteny only the first user who opens the
sheet is granted write permissions while consecutive users gets a write
protected copy. When the first user closes the sheet the others get a prompt
offering them write permissions. The write permission is then handed to the
first users who accepts this offer.

THE PROBLEM:
After a while, while the first user still has the sheet open, the users
holding the write protected copies are offered write permissions. When they
accept there's suddenly two or more write enabled instances of the sheet
open.


Please advice on possible causes and solutions.
