shared boarders

I had a shared boarder in a web site. For some reason it has disappeared.
When I click on the tools menu the shared boarder is grayed out.

But I have a boarder in front page, page view. It has text and a picture in
it. I changed the picture and it shows up in front page but it does not get
published to the web site. The old picture is still there so I must have a
shared boarder NO?

When I go to the code section it says

Do you have a web/site open and not just the page?

First of all Shared borders is on the Format Menu (not the Tools Menu), and only available if you have a FP Web Open (File Open
Web/Site) not File Open Page
If using FP2003 they are turned off by default (depreciated in favor of Dynamic web templates)
Tools Page Options Authoring and turn them on
