Shared border background image FP03

I have seen lots of posts about shared borders and similar problems as this
but none of the suggested solutions for those problems seems to be fixing my
particular problem. I have applied a background image to the top shared
border. The image is seen on all pages of the site when veiwed in the FP
preveiw pane and it is correct when top.htm is opened and veiwed as its own
page (also in the preveiw pane). When using the IE browser to veiw or after
publising the site the background image is gone. I have tried publising all
files, using an HTML code checker, going to the code pane and selecting
feformat HTML. Nothing works. Please help! BTW the home page of the site
is http://www.wcspas.com/index.htm

You must publish the site to a server using FP's File Menu | Publish Site via http mode and in order
for the shared border background feature and some features of linkbars to work, the FP2002
extensions are required.

Currently your web server has the FP2000 extensions (Version="4.0.2.7802"), you web host will need
to upgrade to the FP2002 extensions, if you want to use the above features.
