Shared borders don't update accross site

How do I get a shared border to update all the pages in my site? When I make
a change in a shared border then do a save all followed by a preview I can
see my change on all the pages. However, the htm files don't actually get
modified (date/time stamp stays the same) so when I publish the site I don't
see the new shared border on the actual site. I tried "Recalculate
hyperlinks..." but that doesn't modify the htm files either.

1. Run Tools | Recalculate Hyperlinks

2. Make sure the you publish using the Change Pages Only option and not publish individual pages.

Thanks Tom,
When I run Recalculate Hyperlinks after modifying a shared border it doesn't
modify my htm files, therefore, publishing changed pages does nothing.

When you work on your site content, you are always using File Menu | Open Web / Site first, correct?

You have shared border set as the web default and applied to all pages or have you set them not as
the web default and then applied them to individual pages?
