Shared Borders/Theme disappears

Ok, I've been scratching my head over this one all weekend.

I'm using FP2003 to publish my site and Win XP Pro w/ IIS 5.1 and FP 2002
extensions.

I have a website that I'm working on (http://69.248.255.212) that has shared
borders and a default theme. Currently, the borders and theme are not
displaying or not displaying properly. Instead, I am getting my content page
duplicated in the top and bottom border sections.

When I look at the page in design view or preview mode, it displays
properly; however, when I upload the page and view it from the internet, the
borders are gone. At first this only seemed to effect my .aspx pages but now
all the pages are having problems.

I've read other posts suggesting to reapply the theme/borders, then
recalculate. I have - no affect.

Is this a FP problem or a server extension problem? I tried recalculation
the server extensions too. Still doesn't work.

Any help would be greatly appreciated,
