Changes in my left panel (border) don't always appear unless I upload all
the individual pages plus the folders: _borders, _fpclass, _overlay, and
_themes. Even with DSL it takes time to upload all of these files and I
wonder if it is necessary for all of them to be uploaded? Thanks.

That is normal, you must publish the entire site using Change Page Only, not Selective Publishing of
individual files or group of files.
