Shared Contacts

The owner of my company has his Contacts shared with his secretary because
she does most of the maintenance on them. However, when one of them makes a
change, it doesn't show up on the others list for a while. What controls
that? Aren't they both looking at the same data?

Exchange 2007 SP1 with Outlook 2003 clients.

Could someone explain how it works?

Define "for a while".
Cached Exchange Mode can cause a delay of up to 1 minute.

We're not using "cached " mode. I was reminded of the problem today. In the
past I have closed and then restarted Outlook, among other things trying to
get them synchronized, but eventually gave up. So "awhile" could be
overnight...

When you share the Contacts folder without Cached Mode enabled, the changes
are instant. You are looking directly at what's in the Exchange database.
There is no possibility that you can see any delay.
