Shared Database

I created a database (in access 2000) and put it in a
folder on the office network. The database "advanced"
option "default open mode" is set for Shared and only
certain people have access to the folder on the network.
I have no user security or permissions set as of yet,
But I will once we start using this outside of our local
office.

My problem is that say I'm in the database at a form where
you enter data and someone else enters the database. That
person cannot get to the form for entering data but can
get to the reports and other things. If this database is
set for shared then why can't any of the individuals
navagate through the whole thing?

The message the appears says that "Could not lock
table "vehicle listing"; currently in use by user "Admin"
on machine XXXXX.
