Shared file gets locked

Hi, We are using excel 2003, its a shared file, used by more then 10 ppl,
every now and then file gives message saying that file have been locked by
"user name" and it can neither be saved nor be 'Saved As'. Can some help me
out why this happens and how to get rid of this???
