Shared folders without using Exchange

I am using MS Outlook for all of our email clients but we are using a
hosted service at 1and1.com for email. My goal is to be able to create
certain accounts/folders that can be shared as a community folder
between all/some of the users on our network here.

I need any emails that are in this folder to be able to be moved from
that folder to a user's local machine/inbox and no longer be in the
community folder. Another option for this is to be able to flag the
email's as complete or incomplete as they will all be tasks that need
to be dealt with.

I'm looking for a solution that does not require running Exchange.
I've tried two programs (GroupOutlook and Outshare) and neither gave
me exactly what I am looking for. If you have an idea/solution, please
let me know, thanks.

If you want to share Outlook folders in the local network, check also
CodeTwo Public Folders software:

The current version doesn't support work over the Internet (yet:)), but if
you are out of the office you can work in the offline mode.
