Shared Public Calender Issue/Meeting Organizer changes

Here are the spec of my environment:
Exchange 2000 Server SP3
Windows 2000 Server SP3
Outlook All versions

We use a moderated public folder to track vacation time.
The requestor posts an appointment to the public folder,
specifying the days to be taken off. Up post, the
appointment is sent to the moderator. When the moderator
approves the request then drag-and-drops the message from
his Inbox to public folder.

The appointment in the public folder calendar should show
the "organizer" is the original requestor that submitted
the appointment. However, we are seeing that the organizer
is actually set to the name of the user that opens the
appointment. Any user that opens the appointment, even
users that are neither the requestor nor the moderator,
will see their own name as the organizer.

This only started happening in the last month. If I open
old appointments from 2001 they show the organizer as the
name of the original requestor. This is the behavior we
expect.

How can we get this to show the original request name?
