Shared Resources in Templates

I have created several templates for different project types in our office.
I would like each one to share resources with the same common resource file.
I can open each template by itself, make the share happen, then save the
template with no error messages.
However, when I use the template to start a new project file, the sharing
does not follow - only those resources actually assigned to tasks in the
template are brought to the new file.
Is it possible to have templates that share resources or does this need to
be done AFTER a new project file has been begun using the template?
