Shared service provider creation issue for Project Server 2007

Am trying to create shared service provider for project server 2007.

Have installed sql server 2005 sp2, and sharepoint services 3.0 on single
Windows server 2003 R2 Sp1 server.

Have followed install instructions and everything is fine until I try to
create shared services provider.

i go to
Central Administration > Application Management > Manage this Farm's Shared
Services > New Shared Services Provider

the list of web applications is empty.

However if I go to

Central Administration > Application Management > Web Application List

it shows us there.

How do I make the list show up under the create ssp?
