Shared spreadsheet set up for Offline access does not work...

We have been running a shared Excel workbook as a small
database of records for later analysis. There are 8 users
with regular access over the local leg of a network. This
was set up using the template wizard with Data Tracking. I
have recently set up offline access to this file and the
folders containing the source data. Since then the
database is not available for new records. When opened (by
any method), the spreadsheet appears but cannot be
manipulated and . When a source file is saved (to
add/amend a record in the database), I get an 'unable to
open...' message. When I try to save the Database, 'Unable
to read file' followed by 'The file is locked. Try again
later'. Anyone got anything similar?
