Shared Workbook is "locked for editing"

I have large Excel 2003 workbook. The data is being populated by hundreds of
users. Every now and then, users will get the " . . . is locked for editing
.. . ." message. Is there a limit to the number of users who can edit the
workbook at one time, or is there something else going on?
