SharePoint 2002 Send for Review

Keep getting an error:
Send for Review requires a SharePoint Campatable application and Microsoft
Internet Explorer 4.0 or higher
If I open the actual document I can send it out for review through Excel as
an example, but not SharePoint. I have Office 2003 running on the computer,
but others in the org have the same problem so seems like something is not
installed correctly on the server.
Any idea why this would be?

There is no SharePoint 2002.

I see well it is the SharePoint that is bundled with MS Project Server 2002.

That's SharePoint Team Services, then (came out in 2001).
