Sharepoint Central Administration URL Won't Work

Any direction on this matter would be helpful. I'm the administrator for my
companies Project Server but I have a technical counterpart who deals with
the server side of things. When he set up our test environment (which resides
on a single server) he let the installation choose the Port for our
Sharepoint Central Administration URL. Everything was working wonderfully
then. Well, he looked back through the documentation we have and thought that
he needed to change the port to be the same as what is on the Production
Project Server. Now, Issues and Risks won't work and we can't seem to figure
out how to change the port back to its original. Any ideas? (I've given him
the Disaster Recovery Guide and the Installation Guide - He has tried
reinstalling WSS but with no luck).

Yes, my Technical Admin has walked back through the original steps to try to
reinstall with no luck. I was simply looking for more response and ideas.
