Sharepoint connection error

cant view the content of risk and issues, the error message says that there
was an error that says:

" The documents, risks and issues features in Project Web Access use Windows
SharePoint Services. A Windows SharePoint Services site needs to be created
for your project before you can share project documents or track project
risks and issues. Site creation takes a few minutes, so if the project was
just published, wait a few minutes and then visit the page again. Otherwise,
contact your server administrator."

I dont know why suddenly, we lost the connection, i also checked the
application log and it says that it cant connect to the database (where it is
stored), even on IIS manager, i cant even browse the site except for the
sharepoint central configuration. Also, i noticed that when i checked the
extended virtual server, the listing shows the 2 site that was created and
their status was upgrade, when i click on the site, there's a dialogue box
that will pop out (like a help window)that teaches me on how to extend it.
