Sharepoint designer - new is greyed out, can't create new workflow

I have a problem creating or editing objects in MS Sharepoint designer 2007.
I manage to open a site in the designer but New on the file menu is all
greyed out. Also edit as html is impossible, I click it but the file doesn't
open up for editing.

Any suggestions?
