Sharepoint Portal og ProjectServer 2003: Subwebs not created

I have installed Project Server 2003 and Sharepoint Portal Server 2003
RTM on the same server running Windows Server 2003. Project Server is
configured to work with Sharepoint.

Public documents works well, but subwebs are not created, nor
automatically or manual. When i try to create subwebs manually i gets
this message after short time:

"Windows SharePoint Services remote administration failed to create the
site."

Have you run the PSComplus.exe to make sure you assign the correct user
account that has permission to create subweb and also verify your WSS
configuration is correct in your Project Server especially the admin port.

Check to make sure that your ProxyCfg settings are correct along with the permissions on the WSSAdmin account. That account should have administrative access to the local machine.

Yes, I have run the PSComplus.exe (You get a different error message if
not) and WSS configuration is correct.

I have run ProxyCfg.exe and the settings shall be correct.

The acount is also administrator on the server.
