Sharepoint Services Access

I have installed Project Server 2003 on a single server, this server is not
part of any domains.

Have created users within Project Server using Project Server users and can
get into Project Web Access and upload projects, but can't link to Sharepoint
Services.

Have I missed something, do I need to create extra accounts within
Sharepoint Services, if so what do I create, or what do I have to change.
