Sharepoint provides the backend for the project server documents, issues and risks functions, as well as the other project workspace utilities. Without Sharepoint none of that will be available for use.

Any body know how would work Project server without installing sharepoint.
I have it installed but don't use it for anything. That seems to work fine.
