Sharing an address list PST file

I'm in a temporary field office for a construction company
and we need to share a PST file that contains a master
contact list for all of the users in the office- All of
the users here are pop mail through a third party managed
mail server. If I had an Exchange server this would not be
an issue

I need to share this file between all users (a dozen or
so) importing is not an option as all of the users need to
get the updates as if this address book is contained on an
Exchange information store. Sure I could import import,
but that would be a very repetetive process that I'm not
interested in as I would need to import with each change
in the snapshot. The file is on a share that everyone can
access, but I have sharing issues if I attempt to import
it.
