sharing certain contacts between users who are on a server

Is it possible to share certain contacts between users on
a server? Both use outlook 2000. Both users need to be
able to keep their private contacts private and be able to
share their business contacts.

One of the clients has an xchange server set up, but the
other doesn't. Plus they are running windows 2000 on
their server instead of windows server.
