sharing contacts, can't see the other users shared contacts when clicking "to" in new mail

Hello,

I have users using Outlook 2003 in an exchange environment. One of the users
has shared his contact list. The other users can view it...it comes up under
"other contacts" if I remember correctly. But if they start a new email then
click the "to" button they cannot naviagate to that shared contacts folder
to add recipients, they also cannot right on a contact and select "new
message to contact.
