sharing contacts in a small company

We are using Outlook 2000 (sp1a) and have seperate
profiles for each employee (which are stored on the
network).

Currently whenever there is a new employee (or one leaves)
we update an excel file and then every user has to
manually import the excel file to update their contacts.

Is there anyway to automate/centralize this without using
Exchange?
