Sharing contacts in Outlook

Is possible to share outlook contacts -or another windows address book-
without Exchange? I have a small workgroup (four users) with Windows 2003 as
server (file sharing) and Office 2003 over Vista Business in the clients.
It's not possible install Exchange and the users like to share contacts in
outlook.
