Sharpoint and Project server Active directory groups creation

In Project Server 2003, when a new project is created, a corresponding
sharepoint site is also created from the pre defined TEMPLATE which was
imported into project server. In this template ,each Active directory group
is a member of its
corresponding site group.

The problem is that required Active directory user groups that were
created in the template are not propagated to the newly created sharepoint
sites.
Is there a way to programatically do this when the sites are created ? If
yes, How?Or if not, any workaround ?
