Can you protect a sheet and workbook so that rows, columns and formulas
cannot be changed, but others can add data (filling cells with data)

Firstly to prevent any changes to amount of rows, columns etc. you
protect the workbook structure TOOLS>PROTECTION>PROTECT WOKBOOK,
secondly to prevent formulae being seen or changed you need to unlock
all cells Ctrl+A+A>right click highlighted area>format cells>protection
and uncheck locked, now highlight all the cells that will or do contain
formulea (Ctrl+left click each cell), now protect your worksheet and you
will then not be able to enter anything in the cells that contain
formulae or see the formulae.

All cells are locked by default, but locking does not mean anything until
you protect the worksheet from Tools>Protection menu.

--First select any cells that a user is allowed to change
--Hit Ctrl + 1 and go to the 'Security' tab to unlock these cells.
--Go to Tools->Protection->Protect Sheet, and you can assign a password
