Sheet Protected but Cannot Unprotect

I have a workbook that was originally protected except for the allowable input fields. I completed my entry work and saved as 2004. When I went back into the file to make changes all cells are now protected but the 'unprotect sheet' option is not active on Tools/Protect. Also format cell is not active. I cannot make any changes to the work I originally entered. What am I missing?

I don't know what you are missing, what's happening? Do you get an error?
Does Excel say the cells are protected?
