Shell Command

Can the shell command open anything that doesn't have a '.exe' extension?
I have program that uses a '.PRL' extension. This 'PRL' file opens a
program with certain conditions. If not, is there a command that can run
this application?

Thanks,
Jasper

if the command prompt does it - shell does it.
