shift+delete doesn't delete files in outlook .inbox stalled

my inbox is showing full in outlook , and the solution is shown as press
shift+delete to delete some items , but this doesn't work and the outlook
inbox is stalled , and will not receive any more emails. there is also a
suggestion to use .pst files to store more data , but there is no
explanation as to how to use it and anyway my inbox for that account is
stalled so nothing works .
