Shopping Carts

I have FP2002 and two websites created using PayPal as the shopping cart.
However, I want more features (like the ability to offer discounts). I'm
looking for something that is compatiable with: Front Page, PayPal, PHP
I want to purchase a software and not do a monthly fee program.

Any suggestions? Thanks in advance!
