Shorcuts to Excel Templates with macros

I have number of tools leveraged as shortcuts to Excel templates that are
shared on a network. The idea was always the double clicking on the shortcut
would open a new instance of a spreadsheet based upon the template.

Since upgrading to 2007, when users double click on the shortcut, Excel
opens up the template as a template. Users then are able to corrupt the
constitution of the template.

Why is this happening? Can a shortcut be setup to create a new spreadsheet
based on the template? Any sort of a response would be greatly appreciated.
